Eric Roth, 22, was arrested in Montgomery County on felony charges of possession of illicit photography and video.

Harris County Precinct 4 deputy constables said Roth took photos of a woman at a Hobby Lobby Store on F.M. 1960 near Jones Road on June 25.

Mariella Boswell said she was shopping for a birthday party with her two young daughters when a man took a photo up her dress.

"He snuck up behind me," she said. "I didn't even hear him or sense anything like that."

Boswell said she confronted the man and he ran out of the store and sprinted through the parking lot.

Investigators said Boswell was not the only victim.

"It was reported to our agency that he had been photographing numerous women in the area by the use of a cell phone," Deputy U.S. Marshal Cameron Welch said.

Welch said Roth was identified thanks to a KPRC Local 2 viewer.

"The story was aired on Channel 2 and a viewer recognized him and called it in," he said.

Officials said that Roth knows what he did was wrong.

"I can tell that he is remorseful," Welch said. "He realized what he did is a serious matter."

When it comes to dropouts, Texas Governor Rick Perry says it's past time for a heavy dose of tough love.

He's proposing legislation that would deny high school dropouts a highly cherished privilege.

"If you are of high school age and you are not in a bricks and mortar or virtual high school, you are not going to get a drivers license. It's that simple," says Perry.

From the floor of a major Houston plumbing company, Perry proposed graduation carrots too, like a $1,500 tax break for employers who aid a worker in earning a diploma.

Afterward, the state's longest serving governor sat down to talk about issues he cannot control, like an on-again, off-again federal drilling moratorium and NASA job cuts.

They are, he concedes, blows to an economic climate that's been the envy of a recession racked nation.

"CEO magazine for the the sixth year in a row rated Texas the best place to do business. Why aren't you (the Obama administration) down here saying, 'tell us your secret Texas' rather than punishing Texas," said Perry.

On the issue of immigration, Perry's not yet willing to call for an Arizona style law for Texas. He'd much rather the federal government provide enough manpower and machines to better police the states porous 1,200 mile border.

"Until they do that, you are liable to have 50 different immigration policies in this country as the states realize 'you know what? Our federal government is absolutely not going to defend our border'," insisted Perry.

One policy the Governor contends has worked well is the state's 15-year-old concealed carry law.

Fewer murders and fewer violent crimes have only deepened Perry's belief in the protective power of legally packing a gun.

"I tell people you ought not leave home without it. It's kind of like that American Express card. An American Express card won't help you when you are getting hijacked, car jacked or robbed, but that weapon will."

Perry's has been a long time opponent of legalized games of chance, but says Texans may get a chance to decide at the ballot box, in the form of constitutional amendment, whether it's time to expand gambling in the Lone Star state.
