Cancellation of aircraft programs such as the F-22, the C-17 and the presidential helicopter, and delays of a new search-and-rescue helicopter and a new bomber have left U.S. aircraft companies struggling.

"There are now no new manned military aircraft in design," he said. "There is only one fifth-generation aircraft in production," and only one other fighter aircraft being built for U.S. forces.

Aircraft companies are building fewer planes with longer gaps between programs, Downey said.

On the helicopter side, there are no new aircraft being designed, and not much production planned after 2020, he said.
