Many cities wanted the service but not all the 1,100 that applied had the infrastructure to start. Or the business friendly environment. Kansas City already had a large infrastructure of fiber laid down. So that makes it easier for Google to build upon.

Also need to think of the city politics that might get in the way of Google completing their goal. Which is provide the city with super fast, reliable and cheaper internet/tv than local competitors. Think of the Comcast and Time Warner merger.

There is bill trying to be passed in Kansas to pretty much block Google Fiber to reach certain areas which is rumored to be backed by major ISP's.

Plus think of additional fiber to be installed on different counties and their sections of poles, companies etc...some may not like that Google is in their area.

Some cities environmental regulations prohibit companies to improve the telecommunications infrastructure.
