If you're talking about unlocking then that has nothing to do with unlocking bootloaders, rooting, roms, etc.

They just don't want you to take a VZW phone, unlock it, and use it on Cricket.

There may have been an option for that before 4.2 but they started fresh with JellyBean so they may have never added that option back in.
