yep

i turn on the comp it shows the windows logo then the dell logo, then the message

and the comp can't really be turned off normally

i have to press and hold the power button

This is where I get lazy and as long as it boots up every time I just ignore it

THC can probably help you more.

Is it the screen that asks you to pick an option like "Last Good Configuration" or whatever?

You're gonna hafta fix that before you get normal booting again.

the reason you get the message is because windows isn't shutting down completely, you are killing it with the power button

Close your eyes when that message comes up, open them after its gone

Well, tell us why you have to hold the power button instead of a proper shut down.

sometimes the comp freezes and its a no go on normal shut down

Yes, service pack. Right-click My Computer, click Properties, it'll tell you exact version and SP info.

Windows 98 used to have lots of shutdown freezing, an update fixed it. I think XP has had a few similar problems.

Boot in safe mode. Click Start. Click run. Type sfc /scannow and click ok. Be ready with your Windows XP CD.
