if youre still using gimp, after you file>save and choose gif, it will ask you to either merge layers or make an animation. After you choose animation, there should be a dialog that lets you choose the speed in ms. That will change every frame. If you want to change frames individually, look at the layer names. They will say something like "Frame 1 (20ms) (replace)" just change what it says there and you can adjust frame speeds.

No, I've been using Paint.NET, IrfanView, and UnFreeze. I might re-assemble it in GIMP though...I should be able to make the file size much better with optimization and being able to adjust each frame's time (I currently have 3 identical frames of "oh snap").

Can you use a static background in GIMP and just have the moving piece change, or does it not matter when you have it "optimize for animated GIF" anyway?

When you have it optimize the file, i believe it makes the background for you and then saves just the changes to the other frames. Also, you can open an already assembled gif in gimp and modify the times and optimize it, you don't need to copy/paste all your frames in again.
