Halp!

At various times in this song (I identified one specific occurrence at 3:31) there's a sample or possibly a freshly performed imitation, a backing vocalist saying "I can't wait forever" or "I can't wait for, no". I think it's from a late 1980s rap or house/pop song, possibly similar in style to "It Takes Two" by Rob Base & DJ EZ Rock. The song randomly gets stuck in my head but the only lyrics I can make out from the gibberish I can replay in there are the words sampled here. WTF SONG IS IT FROM?
