they don't raise bills, I don't think they even can once you lock in a contract
the insurance company can change their rates though, it happened a year or two at verizon but doesn't happen often. Cancel insurance if you want or just deal with it since it doesn't happen often.
Oh and the state can change taxes and shit I'm sure which could change bill but your PLAN pricing probably hasn't changed, wouldn't blame TMo
